Abstract

The issue of political reform has been frequently mentioned invarious Arab forumsand meetings,during the first decadeof the new millennium,in an unprecedented way; and it occupied, along with the issue of democracy,a wide rangein theofficial Arab discourse. Whatever the reasons orfactorsthat have shaped thissituation, it sets a precedentin terms of thenumber of conferencesand forumsheld todiscuss thisissue, whetherat the initiative ofacademics, government officials, or the opposition forces and members ofcivil society.
