أســـــــــباب ومـــــــظاهر الــفقر حـــــــالة الجزائر (1990-2013)

Abstract

تعد الجزائر واحدة من دول الجنوب التي تعاني من مشكلة تنامي أعداد الفقراء على الرغم من توفرها على كل الشروط المادية والبشرية لإحداث نهضة تنموية شاملة للحد من هذه الظاهرة ،و هذا ما جعل ظاهرة الفقر تقفز إلى صدارة الأولويات في برامج الدول والحكومات الطامحة إلى تحقيق تنمية مستدامة تكفل حدا محترما من الحياة الكريمة لأبناء المجتمع،مما يستدعي البحث العلمي الموضوعي في الأسباب المساهمة في استفحال الظاهرة ،ووضع الآليات العملية الكفيلة باستئصال هذا الورم الخبيث من الجسد الاجتماعي ، وفي دراستي اعتمدت على أهم الأسباب التي رأيت أنها تؤثر بشكل مباشر في تنامي الظاهرة بشكل سريع ، وفي الأخير سلطت الضوء على أهم الآثار الناجمة عن تنامي الظاهرة ، مستخدما أدوات البحث من دراسات ومراجع وبعض برامج التحليل الإحصائي وكأهم نتيجة متوصل إليها أن معدل الفقر المرتفع في الجزائر انعكس بشكل مباشر على الجانب الاجتماعي والثقافي للمجتمع الجزائري وهذا يظهر جليا من خلال ارتفاع معدل الجريمة في الجزائر، ارتفاع نسبة التسرب المدرسي، الهجرة غير الشرعية وهجرة الأدمغة، الجهل والأمية، التدهور الصحي للسكان وانتشار الأمراض من جراء سوء التغذية .

Algeria is one of the countries of the South that suffers from the problem of growing numbers of poor despite the availability of all material and human conditions to achieve a comprehensive development renaissance to curb this phenomenon. This has made poverty in the top of priorities in the programs of countries and governments that aspire to sustainable development to ensures a respectful extent to the decent life of society. This will necessitate the objective scientific research on the causes contributing to the intensification of the phenomenon and the development of practical mechanisms to eradicate this malignancy from the social body. In my study, I have relied on the most important reasons that directly affect the rapidly growing phenomenon. Then, I have highlighted the most important effects of the growing phenomenon using the tools of research from other studies, references and some statistical analysis programs. As the most important result, the high rate of poverty in Algeria was reflected directly on the social and cultural side of Algerian society, and this is evident through the increasing rate of crime in Algeria, high school dropout rate, illegal immigration, brain drain, illiteracy, the health deterioration of the population, and the spread of diseases due to malnutrition.
