Abstract: | حاولت الدراسة قياس محددات جذب الاستثمار الأجنبي المباشر وجدواه في الجزائر مقارنة بعض تجارب الدول العربية (السعودية، الإمارات، مصر والمغرب) خلال الفترة (1995-2015)، من خلال نموذج قياسي للمحددات يشمل أهم المتغيرات الاقتصادية وغير الاقتصادية (12 متغير) ذات التأثير المباشر على سلوك المستثمر الأجنبي، وتم تقديره باستخدام البرنامج الإحصائي (Eviews9) ونموذج الانحدار الذاتي للفجوات الزمنية الموزعة المتباطئة (ARDL). وبناء على نتائج تقديره تبين أن الموارد الطبيعية، الاحتياطيات الدولية والائتمان المحلي المقدم إلى القطاع الخاص أهم المحددات الجاذبة في الجزائر، وفي دول المقارنة العربية كانت المتغيرات الأقوى تأثيرا، في السعودية متغير الانفتاح الاقتصادي، في الإمارات البنية التحتية والإطار القانوني والإداري، في مصر النمو الاقتصادي أما في المغرب فقد كان الاستقرار السياسي.
ومن خلال النموذج القياسي لجدوى الاستثمار الأجنبي المباشر في دول الدراسة، والذي تم تقديره باستخدام البرنامج الإحصائي (Eviews9) وطريقتي المربعات الصغرى (OLS) والمربعات الصغرى المعدلة بالكامل (FMOLS)، تبين أن له آثار ايجابية في الجزائر من خلال زيادة حجم الصادرات، التقليل من حجم الواردات، تحفيز الاستثمار المحلي وتخفيض من معدل البطالة، أما في دول المقارنة العربية، فقد تمثلت آثاره الايجابية في زيادة حجم الصادرات وتحفيز الاستثمار المحلي في السعودية، زيادة الناتج المحلي الإجمالي والتقليل من حجم الواردات في الإمارات، زيادة الناتج المحلي الإجمالي وزيادة حجم الصادرات في مصر، أما في المغرب فقد كانت في التقليل من حجم الواردات وتحفيز الاستثمار المحلي. The aim of this thesis is to measure the attractiveness determinants of FDI in Algeria. Compared by some of Arab countries (Saudi Arabia, UAE, Egypt and Morocco), during the period 1995-2015.Through a standard model of determinants, including the most important economic and non-economic variables (12 variables).That have a direct effect on the behavior of the foreign investor. Was estimated by using the statistical program (Eviews9) and the ARDL model. Our findings would seem to show that the natural resources, international reserves and domestic credit to the private sector are the most important determinants in Algeria. However, In Arab comparison countries, As we going to show it respectively, we notice that, the most influential variables in Saudi Arabia : it was the economic openness variable, but in the UAE were the infrastructure, the legal and administrative framework, In Egypt, it was the economic growth ,but in Morocco, the political stability. Through The standard model of (FDI) feasibility in the countries study. Which has been estimated by using the (Eviews9), (OLS) and (FMOLS).Findings of this study indicate to positive effects in Algeria by increasing export volumes, reducing The imports, the stimulation of domestic investment and the reduction of the unemployment rate. In the other hand we found that in Arab comparison countries. The positive effects were the increasing of the volume of exports and the stimulation of domestic investment in Saudi Arabia. The increase in GDP and the reduction of imports in UAE, increasing GDP and the Exports in Egypt, while in Morocco it has been reducing the volume of imports and stimulating domestic investment. |
