Abstract: This paper seeks to identify the United States goals of e-marketing for its development projects, in the context of enhancing its public diplomacy activities in Algeria. However, the absolute acceptance of the positive aspect of the development concept does not negate the existence of challenges that may face any project, challenges that may exceed the funding side, political will and popular response, even development communication its elf. Therefore, there are many problemmetics related to how to deal with the issue of the intersection between development comunication with its noble goals and public diplomacy which aimed at achieving the objectives of the foreign policy of states
