dc.description.abstractAt present , there are a number of health transformations andpopulation , which imposes on the various healh institutions to be more competitive in modifying their roles , for the purpose of ensuring the citizen’s right to health care and the spread of preventive treatment such as ( vaccination , mothrhood protection , and childhood and envirornment cleanness , in order ...) to put an end to epidemics and reduce children and mothers death rate ; moreover , to build structures and the to train medical , paramedical and administrative managers ; in addition to the encouragement of medical financing. The mentioned principles underwent some ups and downs which the country went through. - Has the Algerian State been able to distribute health facilities in a balanced manner across the entire national territory in line with the demographic development witnessed by the State? The approach adopte dis « historical , descriptive, comparative » when analyzing the data we used the PHILCARTO program and the SPSS program. The most important results are : the algerian state has succeeded in balancing the distribution of public health institutions and public hospital institutions , especially between the north and the south . Re-establishing and managing health interests to keep pace with changes and shifts in various fields is the key to the success and excellence of health facilities . A deep understanding of the laws of the establishment and management of health services in all its aspects and the participation of individuals in them should be understooden_US
