Abstract: Our cities today suffer from many problems, which have led many countries in the world in general and Algeria in particular to find solutions to them. The most important of these is the policy of establishing new cities that have become a necessary requirement for urban development. This is a reaction to the radical and rapid transformations experienced by Algerian society. Which was characterized by strong pressures on society and development. The idea of establishing new cities was a political decision and a planned plan, in accordance with the material and economic potential, taking into account the cultural and social values of the population.
