Considered as an alternative development model to that imposed from above, territorial development is an appropriate means to provide answers to the vulnerability risk of the national economy dependent on a single resource, hydrocarbons. This article proposes to identify, in the case of the city of Algiers, the factors that can be considered as potential vectors of territorial development. Thus, the demographic and economic evolutions, the spatial extensions, the changes of the productive apparatus, the metropolitan strategies and the big urban projects are all factors likely to take part in the emergence of the territorial development within the first city of the country. From our empirical analysis, however, it emerges that its mode of governance constitutes a major impediment to its growth.en_US
