Abstract: Although the small and medium enterprises are technologically weak, they can adopt some strategies that enable them to face fierce competition, especially from large and technologically advanced institutions, by studying the external environment, assessing opportunities and threats, studying the internal environment and identifying organizational strengths and weaknesses. In this article, we start to study and discuss how to build the strategy in the Algerian SMEs. Is it really doing so or is it only in a tactical and operational way?
