Abstract: The reflection on free healthcare in Algeria, remains relevant in this new context of oil decline prices, even if the state proclaims that some sectors such as health will not be affected by the program of rationalization of public spending. The challenge of contractualization and the financing of heavy care, place the decision-makers in a complex situation, because the sector as it is conceived in Algeria undergoes a lot of social-economic repercussions. Our article aims to demonstrate the importance of the information system in health sector as it has been set up in many countries around the world, the aim of which is to bring about some changes and achieve greater effectiveness in public expenditure management. We analyze through the Synthetic Activity Index (SAI) the average cost for expenditures in three Hospital at the Wilaya of Tlemcen. The results of the cost calculations in the three institutions have allowed us to see some cost anomalies in some hospital departments and confirm the need to apply an adequate information system with the social model of subsidies in Algeria.
