Abstract: Algeria has seeking to pay attention about the infrastructure of roads, according to a declared goal that in addition to the developmental goals of this strategy , there is an urgent need to spare the citizens and the Algerian economy the tragic costs of traffic accidents, can achieved it by creating a new national roads map.This requires identifying the delays and impotence of roads and tunnels and bridges in absorbing the increasing number of vehicles which annually add to the national barn, as well as the economic needs and returns expected for this developing. Official efforts in the roads and construction sector must be supported by a deterrent legal arsenal to ensure transparency in achievement and strict follow-up, with necessity of promote a culture of citizenship and participation in maintaining the safety of roads, that individuals also must develop a culture of contribution to the cost of maintaining and operating of roads , as it in developed countries.
