Abstract: The aim of the study was to identify the reality of the total quality in the Algerian educational institutions (secondary education institutions) and to identify the effect of variables of gender, specialization, seniority and the state on the opinion of the sample members. In order to achieve the objectives of the study, a questionnaire was prepared consisting of 57 paragraphs divided into four dimensions. This questionnaire was based on a sample of 66 mentoring and guidance counselors from Mostaganem and Relizane states. The results were as follows: There is a medium degree in the total quality of Algerian educational institutions. There is a middle degree in the quality of the school, the quality of pupils, quality of curriculum and study programs, the quality of professors. There are no statistically significant differences to the gender, the seniority variable. There are statistically significant differences among the sample members in their response, which are attributed to the specialization variable, the state variable.
