Abstract: The management and development of competencies is a key determinant of the performance and efficiency of the institution, for this reason the latter has to improve the optimal utilization of competencies and attract this kind of human resources with the capabilities , skills and knowledge that exceed competitors, and contribute to the explosion of their abilities and the exploitation of their talents and skills in Achieving the competitive advantage of any organization that requires the latter to value its internal resources, efficiency and effective management. The role of human resources management lies in creating the right environment for action and attention to the worker and motivate him to make an effort and has a positive contribution to raising the level of performance of the institution.
