مبدأ التفويض في المدرسة الوظيفية في العلاقات الدولية ( دراسة مقارنة بين الاتحاد الأفريقي و الاتحاد الأوروبي نموذجا

Abstract

هدفت الدراسة إلى الكشف عن تأثير عملية مبدأ التفويض على مؤسسات الاتحاد الأفريقي والاتحاد الأوروبي ، إذا إن التوافق المهام والصلاحيات يؤدي إلى زيادة تفويض ومسؤوليات أكثر. وان دقة ووضوح مهام وصلاحيات في الاتحادين لها دور إيجابي في تحقيق التكامل والاندماج ، من خلال التحكم في السلطات الممنوحة وكذا زيادة سرعة التنفيذ في اتخاذ القرارات وتفادي الصراعات والنزاعات الدولية في القارتين .

The study aimed at revealing the impact of the mandate process on AU institutions and the EU, if the compatibility of tasks and powers leads to greater delegation and responsibilities. And that the accuracy and clarity of functions and powers in the two unions have a positive role in achieving integration and integration, by controlling the powers granted, as well as increasing the speed of implementation in decision-making and avoid conflicts and international conflicts in the two continents

L’étude visait à révéler l’impact du processus de mandat sur les institutions de l’Union africaine et de l’UE, si la compatibilité des tâches et des pouvoirs entraînait davantage de délégation et de responsabilités.
