الإستراتيجية الأمنية التركيـــــة تجــــــاه سوريــــــــا 2011_2018

Abstract

لقد ساهمت جملة من العوامل في دفع تركيا لتدخل في الصراع السوري، بعضها مرتبط بالوضع الداخلي التركي السياسي و الأمني و بعضها الأخر مرتبط بالوضعين الاقليمي و الدولي، و تغير علاقة تركيا بالقوى المؤثرة في الأزمة السورية، و المنطلق الاستراتيجي التركي حيال الأزمة في بدايته كان على أساس "الدعم المفتوح"، من ثم حولت تركيا استراتيجيتها في بداية 2015 الى سياسة "الدعم المحدود". من خلال هذه الدراسة، سلطنا الضوء على الاستراتيجية التركية تجاه سوريا 2011/2018، بحيث تعد المنطقة السورية أحد أهم مناطق الصراع في الشرق الأوسط اقليميا و دوليا، كما تحاول هذه الدراسة معالجة الاشكالية التي تدور حول ما طبيعة الاستراتيجية الأمنية التركية تجاه سوريا و مخططاتها الاقليمية، والملفات المفصلية بين الطرفين، وكذا أنماط التدخل التركي في سوريا بشقيه العسكري و السياسي الذي أوجب مجموعة من التداعيات على كلا الطرفين، لتتشكل لنا في الأخير أفاق مستقبلية للعلاقات بين تركيا و سوريا. و تأسيسا على ذلك أقمنا خطة بحثية من ثلاثة فصول: حيث تناولنا في الفصل الأول منطلقات الاستراتيجية التركية تجاه سوريا، أما الفصل الثاني فتطرقنا فيه الى أشكال التدخل التركي في سوريا، في حين خصصنا الفصل الثالث لتطرق الى مواقف الدول من التدخل التركي في سوريا و انعكاساته على العلاقات السورية التركية، من خلال مقاربة منهجية تتشكل في المناهج التالية: النهج التحليلي الوصفي، و التاريخي. من خلال هذه الدراسة توصلنا الى جملة من النتائج، يمكن اجمالها فيمايلي:  الموقع الجيوستراتيجي لتركيا جعل منها دولة ذات وزن و فاعلية اقليميا و دوليا و خاصة على الأزمة السورية.  مساهمة العوامل الداخلية و الخارجية في بلورة استراتيجية أمنية تركية، لها تداعياتها على الأزمة السورية.

A travers cette étude, nous avons éclairé la stratégie turque à l'égard de la Syrie 2011/2018, dans laquelle la région syrienne est l'un des plus importants domaines de conflit au Moyen-Orient au niveau régional et international, dans la mesure où cette étude tente de résoudre le problème de la nature de la stratégie de sécurité turque envers la Syrie et de ses plans régionaux. Et les dossiers détaillés entre les deux parties, ainsi que les schémas d’intervention turque sur les plans militaire et politique en Syrie, qui ont imposé un ensemble de répercussions aux deux parties, nous ont façonnés dans l’avenir des relations futures entre la Turquie et la Syrie. Sur cette base, nous avons élaboré un plan de recherche en trois chapitres: dans le premier chapitre, nous avons examiné les fondements de la stratégie turque à l'égard de la Syrie, tandis que le deuxième chapitre traitait des formes d'intervention turque en Syrie, tandis que le troisième chapitre était consacré aux attitudes des pays à l'égard de l'intervention turque en Syrie et à ses répercussions. Sur les relations syro-turques, à travers une approche systématique formée des approches suivantes: Approche descriptive, analytique et historique. Grâce à cette étude, nous avons obtenu un certain nombre de résultats, qui peuvent être résumés comme suit: La position géostratégique de la Turquie en a fait un pays d’une importance et d’une efficacité régionales et internationales, en particulier en ce qui concerne la crise syrienne. La contribution des facteurs internes et externes à la formulation d'une stratégie de sécurité turque ayant des conséquences pour la crise syrienne

A number of factors have contributed to pushing Turkey to intervene in the Syrian conflict, some of which are linked to the internal Turkish political and security situation and others related to the regional and international situations. Turkey's relationship with the forces that influence the Syrian crisis has changed. The basis of "open support", and then Turkey turned its strategy in early 2015 into the policy of "limited support". Through this study, we highlighted the Turkish strategy towards Syria 2011/2018, so that the Syrian region is one of the most important areas of conflict in the Middle East regionally and internationally. This study also attempts to address the issue of the nature of the Turkish security strategy towards Syria and its regional plans As well as the patterns of Turkish intervention in Syria, both military and political, which necessitated a set of repercussions on both sides. In the end, we will have a future horizon for relations between Turkey and Syria. We discussed the first chapter of the Turkish strategy towards Syria, while the second chapter dealt with the forms of Turkish intervention in Syria, while we devoted the third chapter to address the positions of countries on the Turkish intervention in Syria and its implications On the Syrian-Turkish relations, through a systematic approach that is shaped in the following approaches: descriptive, and analytical analytical approach. Through this study we have reached a number of results, which can be summarized as follows:  The geostrategic location of Turkey made it a country of regional and international weight and effectiveness, especially on the Syrian crisis.  Contribution of internal and external factors in the development of a Turkish security strategy, which has repercussions on the Syrian crisis. Plusieurs facteurs ont contribué à l'intervention de la Turquie dans le conflit syrien, dont certains sont liés à la situation politique et à la sécurité intérieure de la Turquie, d'autres sont liés à la situation régionale et internationale et les relations de la Turquie avec les forces qui ont influencé la crise syrienne ont changé. Base de "soutien ouvert", la Turquie a ensuite modifié sa stratégie début 2015 pour adopter une politique de "soutien limité". .
