أثــر الإصـلاحات السياسيـة على المجالس البـلديـة المنتخبة في تونس 2011 – 2019

Abstract

عالجت هذه الدراسة العلاقة التأثيرية بين الإصلاح السياسي و المجالس البلدية المنتخبة في تونس منذ 2011الى 2019 ، و هذا انطلاقا من خلال دراسة أسباب و مضمون هذه الإصلاحات. تتمثل أول خطوة سعت إليها الجمهورية الجديدة في تونس في إجراء أول انتخابات المجلس الوطني التأسيسي في 2011 و الذي كان مكلف بصياغة دستور جديد الصادر في جانفي 2014 ، الذي تميز بسيادة الشعب و دعم حقوق الإنسان و حرياته وأعطى الجماعات المحلية مكانة خاصة ،حيث خصص لها باب كامل سميَ بالسلطة المحلية، و الذي نص على أن الجماعات المحلية تديرها مجالس منتخبة و تنتخب إنتخابا عاما حرا و مباشرا ، فتم إجراء أول انتخابات محلية بلدية بإشراف و تنظيم الهيئة العليا المستقلة للإنتخابات في ماي 2018 ، و التي هدفت إلى تفعيل الباب السابع من دستور 2014 و الذي وضع أسس السلطة المحلية و تعتبر هذه التجربة مؤشرا للإصلاحات السياسية و أقرب بالتجارب الإنتخابية صلة بالمواطن لتلبية حاجياته و متطلباته و دفع البلاد نحو الإنتقال الديمقراطي و تعميم النظام البلدي على كامل التراب الوطني

Sommaire : Cette étude traitait de la relation d'influence entre la réforme politique et les conseils municipaux élus en Tunisie de 2011 à 2019, Cette étude est basée sur une étude des raisons et du contenu de ces réformes. La première étape de la nouvelle république tunisienne a été l'organisation des premières élections de l'Assemblée nationale constituante en 2011, chargée de rédiger une nouvelle constitution publiée en janvier 2014, caractérisée par la souveraineté du peuple et le soutien des droits de l'homme et des libertés fondamentales. Appelée autorité locale, elle stipule que les collectivités locales sont dirigées par des conseils élus et élus directement et librement. Les premières élections municipales ont eu lieu sous la supervision et l'organisation de la Commission électorale indépendante en mai 2018, qui vise à activer le Chapitre VII de la Constitution de 2014, qui pose les bases des autorités locales et considère cette expérience comme un indicateur de réformes politiques et plus proche des expériences électorales liées au citoyen afin de répondre à ses besoins et exigences et de pousser le pays vers la transition démocratique et la généralisation du système municipal sur l'ensemble du territoire national

Abstract : This study dealt with the influential relationship between political reform and elected municipal councils in Tunisia from 2011 to 2019. This study is based on a study of the reasons and content of these reforms. The first stage of the new Tunisian republic was the organization of the first elections of the National Constituent Assembly in 2011, charged with drafting a new constitution published in January 2014, characterized by the sovereignty of the people and the support of the rights of the people. man and fundamental freedoms.
