توجه السياسة الحكومية لدعم وتطوير المؤسسات الصغيرة والمتوسطة في الجزائر 2014-2017 دراسة ميدانية - بلدية ورقلة

Abstract

تهدف هذه الدراسة الى معرفة أهمية المؤسسات الصغيرة والمتوسطة ودورها فيتحقيق التنمية الشاملة والمستدامة وباعتبارها من أهم بدائل الثروة خارج قطاع المحروقات، كما تهدف أيضا الى معرفة مدى أهمية السياسة الحكومية في التدخل من أجل دعم وتطوير وتأهيل المؤسسات الصغيرة والمتوسطة والمحافظة ديمومتها. كما سلطت هذه الدراسة الضوء على المفاهيم الأساسية للمؤسسات الصغيرة والمتوسطة وآليات دعمها وبرامج تطويرها والتطور التاريخي لها وواقعها ودورها الاقتصاديفي الجزائر وما مدى مقاومة هذه المؤسسات ومجابهتها للتحديات المفروضة عليها من جراء انخفاض أسعار البترول نهاية سنة 2014. ونظرا لكون أن هذه المؤسسات تشكل المحورا الأساسي والمحرك الاقتصادي الفعالفإن الدولة الجزائريةسعت، من خلال العديد من آليات والإجراءات والتدابير إلى المساهمة في دعمها وتعزيزها خاصة بعد تقلبات أسعار البترول خلال 2017-2014 والتي أثرت سلبا على الوضع المالي لها. وفي الأخير يمكن القول بان من خلال هذه الدراسة أن المؤسسات الصغيرة والمتوسطة بالجزائر رغم المشاكل والصعوبات والعوائق التي تحيط بها وعدم فعالية السياسة الحكومية في دعمها وتطويرها إلا أنها مازالتتقاوم من أجل اليقاء والاستمرارية، حيث استطاعت نسبة كبيرة منها أن تتجاوز المشاكل والتحديات وتمكنت بان تساهم في التنمية الاقتصادية والاجتماعية

The aim of this study is to understand the importance of small and medium enterprises and their role in achieving comprehensive and sustainable development and as one of the most important alternatives to wealth outside the hydrocarbons sector. It also aims to know the importance of government policy in intervention to support, develop and qualify small and medium enterprises. The study also highlighted the basic concepts of small and medium enterprises, their support mechanisms, their development programs, their historical development, their reality and their economic role in Algeria, and the extent to which these institutions are resistant to thechallenges posed by the low oil prices at the end of 2014. In view of the fact that these institutions constitute the main axis and the effective economic engine, the Algerian State has sought, through many mechanisms, procedures and measures, to contribute to its support and promotion, especially after the oil price fluctuations during 2017-2014, which adversely affected the financial situation. Finally, it can be said that through this study, small and medium enterprises in Algeria, despite the problems, difficulties and obstacles that surround them and the ineffectiveness of government policy in supporting and developing them, they still resist for survival and continuity. A large proportion of them managed to overcome problems and challenges. Economic and social development.

Le but de cette étude est comprendre l’importance des petites et moyennes entreprises et leur rôle dans la réalisation d’un développement global et durable, en tant qu’une des plus importantes alternatives à la richesse en dehors du secteur des hydrocarbures, et de connaître l’importance de la politique gouvernementale a l’intervention pour soutenir, développer et qualifier les petites et moyennes entreprises. L'étude a également mis en évidence les concepts de base des petites et moyennes entreprises, leurs mécanismes de soutien, leurs programmes de développement, leur développement historique, leur réalité et leur rôle économique en Algérie, et la mesure dans laquelle ces institutions résistent aux défis posés par les bas prix du pétrole à la fin de 2014. Considérant que ces institutions constituent le principal axe et le moteur économique efficace, l’État algérien a cherché, par le biais de nombreux mécanismes, procédures et mesures, à contribuer à son soutien et à sa promotion, en particulier après les fluctuations des cours du pétrole de 2014-2017, qui ont eu une incidence négative sur la situation financière. Enfin, on peut dire que grâce à cette étude, les petites et moyennes entreprises algériennes, malgré les problèmes, les difficultés et les obstacles qui les entourent et l’inefficacité de la politique gouvernementale pour les soutenir et les développer, Mais résistent toujours pour leur survie et leur pérennité de développement économique et social.
