دراسات التأثير البيئي هي الوسيلة المعتمدة في اللوا ئح المعمول بها من طرف هياكل الدولة المكلفة بحماية البيئة.

من النشاط البشري على غرار السقي و صرف المياه ليست منشات مصنفة لحمية البيئة Le sol est un élément clé pour le développement durable, sa position à l’interface de l’environnement lui confère ses qualités, ses propriétés et ses fonctions vitales mais ainsi le situe à une vulnérabilité à la dégradation. Cette enquête est portée pour démontrer la place de sol dans les études d’impacts sur l’environnement à travers des entretiens non-directifs avec des cadres étatiques de l’environnement et de développement agricole dans les régions sahariennes au cours de l’année 2018-2019. L’étude d’impact sur l’environnement est le dispositif que l’Algérie adopte pour la protection de sol contre les impacts préjudiciables et nuisances susceptibles à engendrer par l’activité économique. La salinisation est l’aspect de dégradation des sols rencontrée dans la région d’Ouargla. L’étude montre qu’elle est liée à une pratique irraisonnée d’irrigation et l’absence d’aménagement hydro-agricole cohérent et adapté. Devant l’absence de mesures réglementaires de protection de sol dans ce secteur de développement, l’évaluation environnementale est qualifiée comme une nécessité. Soil is a vital component of the Ecosystem. Its position at the interface of the environment, acquire to this compartment its properties, qualities, vital functions, also its vulnerability to degradation. This investigation was conducted through non- directive interviews with state officials of Environment and agricultural development during academic year 2018-2019 in order to know the place that soil occupies in the legislation of environment protection. Environmental impact assessment (EIA) is the device our country implemented within its apparatus in order to minimize the effect of economic development project on the environment. The investigation showed a link between Agriculture and degradation of soil quality in the region of Ouargla. Mainly for two reasons: The irrigation leads to precipitation and accumulation of salt due to evaporation process, also elevation of table water in the absence of adequate drain system. It showed also an absence of this category of project in the list of submission to EIA. This situation reflects the necessity to environmental evaluation as a tool to integrate soil protection in the process of agricultural development. |
