تطوير السياحة في الجزائر آلية لتنويع الاقتصاد خارج قطاع المحروقات دراسة حالة مديرية السياحة و الصناعة التقليدية لولاية ورقلة 2014-2018

Abstract

تطوير السياحة والوقوف على أهم المشاكل التي تعاني منها كان محور اهتمام العديد من الدول عبر العالم وذلك لاعتبارات نذكر منها أن السياحة أصبحت في الآونة الأخيرة مجال تنافس شديد بين الدول، والأمر الثاني لإدراكهم لأهميتها الاقتصادية، إذ تعد السياحة آلية من آليات تـنــويع الاقتصاد من خلال جلب العملة الصعبة وامتصاص للأيدي العاملة، والجزائر على غرار العديد من الدول أبدت اهتماما بقطاع السياحة باعتباره الحل الوحيد للأزمة الحالية التي تعاني منها جراء الانخفاض المستمر لأسعار المحروقات حيث أعدت الحكومة المخطط التوجيهي للتهيئة السياحية 2030SDAT طويل المدى الذي يحتوي على آليات جديدة وقوانين وبرامج تعمل على تشجيع الاستثمار وإزالة كل العراقيل والعقبات. ولكن هل هذه الإصلاحات التي قامت بها الحكومة ساهمت حقيقة في تطوير السياحة؟ وهل البرامج والمشاريع جسدت؟ لقد خلصت الدراسة بأن هذه الإصلاحات وهذا المخطط التوجيهي للتهيئة السياحية لم تحقق الأهداف المرجوة منها وذلك بسبب استمرار تهميش قطاع السياحة في الجزائر وبقاء سياسة الحكومة المعتمدة كليا على قطاع المحروقات.

Le développement du tourisme et l’identification des problèmes les plus importants auxquels il a été confronté ont retenu l’attention de nombreux pays du monde entier, car le tourisme est récemment devenu un espace de concurrence intense entre les pays et la deuxième chose à reconnaître leur importance économique, le tourisme étant l’un des mécanismes de diversification de l’économie L'Algérie, à l'instar de nombreux pays, a montré son intérêt pour le secteur du tourisme en tant que solution unique à la crise actuelle en raison de la faiblesse persistante des prix des hydrocarbures. Il contient de nouveaux mécanismes, lois et programmes qui encouragent les investissements et suppriment tous les obstacles. Mais ces réformes gouvernementales ont-elles réellement contribué au développement du tourisme? Les programmes et projets sont-ils incarnés? L'étude a conclu que ces réformes et cette ligne directrice pour le développement du tourisme n'ont pas atteint les objectifs souhaités, en raison de la marginalisation persistante du secteur du tourisme en Algérie et de la survie de la politique gouvernementale entièrement dépendante du secteur des hydrocarbures.

The study concluded that these reforms and this guideline for tourism development did not achieve the existing objectives, due to the continued marginalization of the tourism sector in Algeria and the survival of the government policy entirely dependent on the hydrocarbons sector.
