مســـــار الإتحــاد المغـــاربي في ظــل التحديــات الأمنيــة الراهنـــة بين (2011/2019

Abstract

حاولنا من خلال الدراسة تسليط الضوء على التحديات الامنية التي تقف عائقا أمام استكمال مسار الاتحاد المغاربي وهدا في ظل التهديدات و الازمات التي تطفو على سطح الخارطة الجيو سياسية للمغرب العربي من تحديات على المستوى الاقتصادي والاجتماعي والامني , والمرتبطة بأهم التغيرات والتطورات السياسية والامنية التي شهدتها الساحة العربية والمجاورة وخاصة بعد ثورات الربيع العربي وما أفرزته من ارهاصات وأوضاع أمنية اقل ما يقال عنها أنها خطيرة معقدة ومتشابكة اثرت بشكل ملحوظ على الامن الوطني للدول المغاربية داخليا وخارجيا كإ نتشار الجماعات الارهابية في شمال افريقيا ومنطقة الساحل ,وانتشار الجريمة المنظمة بكل أنواعها والتهريب خاصة السلاح في ظل انهيار الانظمة السياسية الفراغ المؤسساتي الدي ساد في كل من ليبيا وتونس ,وهذا ما حتم على الدول المغاربية تفعيل هذا التكتل وفقا لجملة من الاستراتيجيات والآليات التي من شأنها تعريز العملية التكاملية محاولة الخروج من هذا الوضع الازموي بأقل الاضرار من أجل تعزيز استقرار أمنها داخليا إقليميا ودوليا.

cours de l'étude, nous avons tenté de mettre en évidence les problèmes de sécurité qui empêchent de mener à bien le cours de l'Union du Maghreb. Ceci est à la lumière des menaces et des crises à la surface de la carte géopolitique du Maghreb arabe, qui sont liées aux plus importants changements et développements politiques et sécuritaires sur la scène arabe. Et surtout après les révolutions du Printemps arabe et les conditions de sécurité qui en résultent ainsi que les conditions considérées comme sérieuses, complexes et interdépendantes ont considérablement affecté la sécurité nationale des pays du Maghreb à l’intérieur et à l’extérieur du fait de la propagation des groupes terroristes dans le nord de l’Afar. La région du Sahel et la propagation de la criminalité organisée de toutes sortes et de la contrebande, en particulier des armes, à la lumière de l’effondrement du vide politique des systèmes politiques qui a prévalu en Libye et en Tunisie, ce qui explique pourquoi les pays du Maghreb doivent activer ce bloc selon un stratégies et mécanismes qui incarneraient le processus d'intégration tenteront de sortir de cette situation à Izmir avec un minimum de dommages afin de renforcer la stabilité de sa sécurité intérieu
