Abstract

لعبت المؤسسة العسكرية أدوارا سياسية فعالة وحاسمة في التاريخ السياسي للجزائر، وذاك منذ بروز الدولة الوطنية، إذ كانت ممثلة في جيش التحرير الوطني الذي استكمل دوره بعد الاستقلال في مسيرته لبناء الوطن، حيث أصبح الجيش الوطني الشعبي سليل جيش التحرير هو المؤتمن والوصي الذي يمارس أهم الأدوار السياسية. لم يتراجع هذا الدور رغم محاولات التحييد الحثيثة بإقرار التعددية الحزبية وبداية التحول إلى الديمقراطية، حيث شكل إلغاء الجيش لأول انتخابات تشريعية تعددية أبرز مظاهر الاستمرار في هذا الدور لتليه مظاهر وأشكال أخرى للتدخل في المحطات السياسية التي تبعته. غير أن فترة رئاسة بوتفليقة شهدت تراجعا ملموسا لهذا التدخل لصالح مؤسسة الرئاسة بعد سلسلة الجهود لتحييدها عن الحياة السياسية بفعل تغييرات عميقة على مستوى بنيتها الهيكلية، وكذا نخبها القيادية في ظل ضغط رهانات داخلية وخارجية، إلا أنه يبقى تراجعا نسبيا ارتبط بشخص الرئيس بوتفليقة ومؤسسة الرئاسة، قابله تهميش لأدوار باقي المؤسسات السياسية وضعف الطبقة السياسية وتغييب دور المجتمع المدني.
