سياسة الحماية الاجتماعية في الجزائر دراسة حالة مديرية النشاط الاجتماعي والتضامن لولاية ورقلة (2014-2018)

Abstract

تتمحور هذه الدراسة حول إلقاء الضوء على دور برامج الحماية الاجتماعية في الجزائر بالتكفل بالفئات الهشة وذلك من خلال مديرية النشاط الاجتماعي والتضامن لولاية ورقلة. فقد كرست الجزائر في إطار سياستها الاجتماعية مجموعة من الآليات عرفت كل منها برامج خاصة استهدفت فئات معينة ،بداية من مؤسسات الضمان الاجتماعي والدور الذي لعبته في توفير الحماية الاجتماعية، لتنتقل الجزائر بعد ذلك إلى مرحلة جديدة تطلبت آليات مختلفة وهو ما عملت على تحقيقه من خلال برامج مديريات النشاط الاجتماعي والتضامن ، فساهمت بذلك بالتكفل بفئات أخرى ،إلى جانب كل من مؤسسات الضمان الاجتماعي ومديريات النشاط الاجتماعي والتضامن فسحت الجزائر المجال في إطار سياستها الاجتماعية لمؤسسات المجتمع المدني في المساهمة بالتكفل بالفئات الهشة ، وقد توصلنا إلى أن برامج الحماية الاجتماعية عامة وبرامج النشاط الاجتماعي والتضامن لولاية ورقلة خاصة تساهم في تحسين الأوضاع المعيشية للمواطنين لكنها غير كافية تماما ، وبذلك تقترح الدراسة إعادة النظر في آليات الحماية الاجتماعية ، صناديق الضمان الاجتماعي ،والمؤسسات المسيرة لبرامج مديريات النشاط الاجتماعي والتضامن .

This study aims to shed light on the role of social protection programs in Algeria in taking care of individuals with special needs through the directory of social activities and solidarity of the province of Ouargla. Within its social policy, Algeria applied different techniques in different programs designed for specific social groups. This started with social solidarity organizations which played a role in providing social protection moving to a new phase which demanded new techniques that were embodied by the programs designed by the directories of social activities and solidarity which targeted other social groups. In addition to these, the social policy of Algeria encouraged and paved the way for non-profit organizations to aid groups of individuals with special needs. The study shows that all these organizations in Algeria in general and specifically in the province of Ouargla do improve the living conditions of these groups, yet they do not completely meet their needs. Therefore, the study suggests a re-evaluation of the techniques of social protection, and the directories of social activities and solidarity.
