Abstract

تتناول هذه الدراسة بحثا وصفيا تحليليا لأهمية ومتطلبات نجاح تطبيق نظام التصويت الالكتروني في الانتخابات ، مع إبراز مزايا تطبيق هذا النظام كبديل استراتيجي عن نظام التصويت التقليـدي الذي يكثر التشكيك في نزاهته ودقة وصحة إجراءاته وتضاؤل شفافية إظهار نتائجه ،وهذا ما دفع بالعديد من دول العالم إلى تبني نظام تصويت الكتروني آمن ومحصن يتمتع بالدقة والحياد وبالرغم من أن نظام التصويت الالكتروني يمثل نهج عام متاح يمكن لأي دولة نامية أن تطبقه ، إلا أن حاجة التحول إلى نظام تصويت الكتروني في الجزائر أصبح ملحــا، بهــدف تعـزيــز الشفــافية والنزاهة والاستفادة من عوائد الإدارة الالكترونية وإبراز البعد الحضاري وتقليل الاحتقانات وتحقيق الاستقرار الداخلي واللحاق بركب الحاكمية الراشد في ممارسة العملية الانتخابية

This study deals with the search for an analytical description of the importance for the requirement for the success of application of the electronic voting system in the elections,with the benefits of applying this system to a strategic Alternative to traditional voting system, which frequently questioning the Impartiality and accuracyand validity of its dwindling transparent show its results, this is what many countries in the world to adopt an electronic voting System is safe and strong, fairness and transparency, impartiality and accuracy Enjoys,although the electronic voting system represents the general approach Is available that can be applied by any developing state, but that the need of the transition to electronic voting in Algeria has become urgent, with the aim Of promoting transparency,integrity and benefit from the proceeds of the electronic management and highlight the cultural dimension and reduce internal stability and mutual resentments and catching up with good governance in the exercise of the electoral process.
