Abstract

إن الموقع الاستراتيجي لسلطنة عمان و ما تملكه من مقومات تاريخية وحضارية واقتصادية و تنوع ثقافي وبشري جعلها مركزا حضاريا و تجاريا و بحريا مزدهرا في المحيط الهندي حتى النصف الثاني من القرن التاسع عشر، و في سنة 1970 و بعد تولي السلطان قابوس مقاليد الحكم الذي أعلن انطلاق مشروع مسيرة النهضة بالسلطنة نحو التطور والرقي بكافة المجالات و القطاعات ،حيث عرفت سلطنة عمان ثورة حقيقية في كل مكونات الدولة، ومن ذلك ما شهدته المجالات الاقتصادية والاجتماعية والثقافيةومجالات السياسة الخارجية والدبلوماسية العمانية من تقدم وإعادة الصياغة. وقد كان التعليم في السلطنة بجميع مستوياته ومراحله أحد أهم أهداف النهضة العمانية التيأوقدها السلطان قابوس بن سعيد فجر الثالث والعشرين من يوليو عام 1970، باعتبار العلم قاعدة وأساس كل تنمية وتطور، وتم وضع استراتيجية لنشر التعليم كما ونوعا بإنشاء هياكل ومؤسسات ومعاهد وجامعات تسهر على تنفيذ المخططات مند 1970 إلى يومنا هذا. وتسعى هذه الدراسة إلى معرفة النظام السياسي للسلطنة وعملية صنع القرار من خلال استغلال ما تملكه من مقومات حضارية والإرث التاريخيوالمقومات الاقتصادية والقدرات العسكرية في بلورة سياسة خارجية محددة المعالم، كما نحاول تنفيذ قراءة تربوية لتطور المسيرة التعليمية عبر محطات تاريخية وسوف تتبع الدراسة مراحل التطور الذي حصل على مستوى قطاع التعليم الذي قامت به السلطنة مند 1970 إلى يومنا هذا، وكيف ساهمت الخطط الاستراتيجية للسلطان قابوس بالدفع بقطاع التعليم إلى تحقيق تطورات ونجاحات على كافة الأصعدة.
