Abstract: تندرج هذه الدراسة ضمن دراسات السياسة الاقتصادية الكلية، وتهدف إلى تحديد محددات سعر الصرف الحقيقي التوازني للدينار الجزائري المحققة للتوازنات الاقتصادية الكلية، ثم تقدير أثر انحرافه على النمو الاقتصادي للفترة (1980-2016)، وذلك من خلال بناء نموذج قياسي يضم مجموعة من المحددات الاقتصادية المفسرة له. توصلت الدراسة إلى أن سعر الصرف التوازني للدينار الجزائري يتحدد وفق أساسيات الاقتصاد الجزائري المتمثلة في: أسعار النفط الحقيقية، التضخم، الانفتاح التجاري والفروق الانتاجية. بحيث هناك علاقة توازنية طردية في المدى الطويل بين سعر الصرف التوازني وأسعار البترول الحقيقية، وعلاقة عكسية مع كل من: التضخم، الفروق الانتاجية والانفتاح التجاري. كما أن انحراف سعر الصرف الحقيقي عن مستواه التوازني لا يؤثر على النمو الاقتصادي، وذلك راجع إلى عقم الجهاز الانتاجي في ظل التركيز الشديد على صادرات المحروقات.
This study falls under the macroeconomic policy studies. It aims at estimating the real equilibrium exchange rate determinants of the Algerian dinar that achieve macroeconomic balances, and then assessing the effect of its misalignments from its equilibrium on economic growth for the period (1980-2016) by constructing a econometrics model that includes a set of economic determinants that explain it. The study concluded that the equilibrium exchange rate of the Algerian dinar is determined according to the fundamentals of the Algerian economy: real oil prices, inflation, trade openness and productivity differences. In the long term, there is a direct equilibrium relationship between the equilibrium exchange rate and the real oil prices, and an inverse relationship with inflation, productivity differences and trade openness. The misalignments of the real exchange rate from its equilibrium level does not affect economic growth, due to the sterility of the productive system in light of the heavy focus on hydrocarbon exports.
