Abstract

تعد الرقابة على الأداء من العمليات الهامة التي لا يمكن الاستغناء عنها كالتخطيط والتنظيم والتوجيه , وتعد من الدعائم الأساسية للمرفق العام: (الذي يعتبر كل مشروع تنشاه أو تشرف عليه الدولة و يعمل بانتظام مستعينا بسلطات لتزويد الجمهور الحاجات التي يتطلبها) , التي تعمل على سير الإدارة بطريقة صحيحة وناجحة, وتؤدي إلى خدمات مثالية للمواطن وتلبية حاجياتهم المختلفة, فهي نشاط إداري منظم يهتم بالإشراف والمتابعة وتصحيح الأخطاء فالاهتمام المتزايد بتنظيم الجماعات المحلية يتعدد من خلال ما تحققه من مزايا سياسية وإدارية واقتصادية واجتماعية فهي تعد من الناحية الإدارية جهاز يتولى القيام بجميع الأنشطة ذات الطابع الإداري وتقديم الخدمات المرغوب فيها.كما أنها من الزاوية الاقتصادية تعد أداة لتحقيق التنمية وقناة أساسية لتنفيذ السياسات العامة كما ننوه بدور الرقابة على الأداء في هذا المجال وتعزيز الديمقراطية التشاركية وتحقيقها للحريات العامة بغية إشراك المواطنين في تدبير الشؤون المحلية وهذا من خلال الإصلاحات والقوانين الإدارية للجماعات المحلية وتخص بالذكر ( قانون البلدية سنة 2011 و2016 ) وقانون الولاية سنة 2012 ولضبط دراستنا جيدا قمنا بطرح الإشكالية الآتية: كيف ساهمت برامج الرقابة على الأداء في تحسين مخرجات المجلس الشعبي البلدي ؟ وقمنا بإختيار المجلس الشعبي البلدي لبلدية الرويسات كنموذج لدراسة الحالة وإبراز دور الرقابة على الأداء في تحسين مخرجاته وتأثيرها على المواطن والأفراد والاستقلالية المعنوية والمادية للمجلس الشعبي البلدي من خلال قانوني 11-10 وقانون رقم 12-07 وإبراز إيجابيات وسلبيات الرقابة على الأداء في كلا القانونين .

Le contrôle des performances est un processus important et indispensable, tel que la planification, l'organisation et l'orientation , C’est l’un des principaux piliers de service public.( Tout projet mis en place ou supervisé par l’État et travaillant régulièrement avec l’autorité pour répondre aux besoins du public) Ce qui fonctionne sur la bonne gestion et la gérance correct et du succès, et débouche sur des services idéaux pour le citoyen et répond à leurs différents besoins, il s’agit d’une activité administrative organisée chargée de la supervision et du suivi et de la correction des erreurs. L'intérêt croissant pour l'organisation des communautés locales est multiplié par les avantages politiques, administratifs, économiques et sociaux qu'elles apportent, Sur le plan administratif, il s’agit d’un organe qui exerce toutes les activités de nature administrative et fournit les services souhaités. D'un point de vue économique, c'est un instrument de développement et un canal essentiel pour la mise en œuvre des politiques publiques, Nous notons également le rôle du contrôle de la performance dans ce domaine et de la promotion de la démocratie participative et de la réalisation des libertés publiques. Afin d'impliquer les citoyens dans la gestion des affaires locales et cela par le biais de réformes et de lois administratives des communautés locales, mentionnons en particulier (la loi municipale de 2011 et 2016) et la loi de l'état en 2012 et pour bien contrôler notre étude, nous posons le problème suivant: Comment les programmes de suivi des performances ont-ils amélioré les résultats de l'Assemblée populaire municipale?. Nous avons sélectionné le Conseil populaire municipal de Rouissat comme modèle d'étude de cas. Souligner le rôle du contrôle de la performance dans l'amélioration de sa production et son impact sur les citoyens et les individus, Et l'indépendance morale et matérielle de l'Assemblée populaire municipale par le biais des lois 11-10 et de la loi n ° 12-07 et soulignant les avantages et les inconvénients du contrôle de la performance dans les deux lois
