Abstract: Rights and freedoms are at risk at all times, it is therefore necessary to take care and control against all that would jeopardize these rights and freedoms, national and international legislation should also give scope for the intervention of various institutions and provide mechanisms that allow them to intervene and monitoring, the founder's constitutional keenness to dedicate this through the establishment of the national council for human rights in the constitution, where this is a good step for the protection of public rights and freedoms, In addition to the civil society organizations, where the Algerian legislator facilitated these institutions to exercise their role in achieving this protection. The importance of research is to identify the institutions and mechanisms granted to it to achieve the protection of freedoms and rights on the ground, and the problem of research is how the effectiveness of civil society institutions and specialized institutions in the protection of public rights and freedoms, several results have been reached: Human rights organizations are recognized and contribute to raising awareness and pressure on governments to defend human rights,and affect the credibility and respect of governments for these rights, but on the other hand, these organizations do not have executive means in the face of States violating human rights, and protection remains in the media and appeal.
