Role of the National Observatory of the Public Service in the Reform of the Public Service in Algeria

Abstract

The Algerian legislator has set up a special body for the reform of the public utility, called the National Observatory of the Public Service. The Observatory is concerned primarily with reforming the relationship between the administration and the citizen. It also examines the various imbalances and shortcomings of the public service in various sectors, and attempts to find radical solutions. This body has a set of mechanisms and means to enable it to perform its role and to grant it consultative competence to express its views and suggestions on subjects related to its competencies, but without having any of them.
