Abstract: The successive events in the Maghreb countries one of them which is named the Arabic spring has made some of its countries unstable .For example ,Lybia especially after the acts of brutal repressions which had been done by the Regime against the rebellion of 17 February which was a war used in it all types of the armed violence, persecution, torture, and the destruction of properties till the killing of the Colonel Muammer Gaddafi. So, establishing rules of transitional justice became necessary to achieve peace and security in Lybia, But the challenges which slawed that presented in issues,like the great spreading of weapons and the external intervention.
