Abstract: Human dignity is a well-consecrated legal concept by the various texts, at the international and national levels. The purpose of this article is to study the notion of human dignity as a new element of the administrative public order, added to the classic trilogy (public safety, public health and public tranquility), by the French Council of State. This new component of public order affirms the immaterial aspect of the public order, and constitutes a foundation of administrative police acts; which raises several legal problems about the powers of the competent authorities.
