Abstract

حاول الباحث من خلال مقاله هذا التطرق إلى أحد أهم المؤسسات الجزائرية وهو مجلس المحاسبة و يعتبر ضمانة من أكبر ضمانات حكامة التسيير الإداري العام، سواء في جانبه المركزي أو اللامركزي، هذه المؤسسة التي أنشأهاالتي أنشأها المشرع الجزائري من أجل أهداف وغايات سامية جدا إلى غاية جزم البعضبأن مثل هذه المؤسسات يجب أن ينشئهاالمؤسس الدستوري ويعطيها صفة الاستقلالية التامة لها ولأعضائها فالباحث من خلال هذا الموضوع أراد أن يقدم نظرة تحليلية لهذه المؤسسة من خلال فرض أهم ما يتعلق بها من تكوين وصلاحيات ومهام إلى غير ذلك مما حدده الدستور كالمؤسس الدستوري لسنة 1976 من خلال مادته الـ 190 وكذلك دستور 1989 في المادة 160 ودستور 1996 وكذلك تعديل دستور2002 و 2008 وتبرز أهم وظائف هذا المجلس في رقابة المال والتسييرالعام وكذلك مراقبة كل سهم عمومي في أي المؤسسات والشركات مهما كانت خاصة او عامة إلى جانب كون هذه المؤسسة من أهم الهيئات الاستشارية في البلاد.
