دور لامركزية الجماعات الإقليمية في خلق أقاليم جذابة في الجزائر

Abstract

تهدف هذه الدراسة إلى تسليط الضوء على الدور الذي تلعبه الجماعات الإقليمية (الولاية والبلدية) في إنشاء إقليم جذاب بولاية سوق أهراس، وهذا من خلال تدعيم إجراءات اللامركزية على المستوى المحلي. بالإضافة إلى أن رهان تحقيق جاذبية الإقليم عن طريق التحسين والتنويع والتجديد للبنى التحتية، الابتكار، والرقمنة، وتنمية وتطوير القدرات العلمية والتكنولوجية، الكل مع تطوير وتنمية منحى مزايا الإقليم. وللوصول إلى هذا الهدفتم القيام بدراسة حالة لإقليم ولاية سوق أهراس كونه جماعة إقليمية في الجزائر،من خلال تشخيص واقع هذا الإقليم باستخدام أدوات الملاحظة والوثائق والمقابلة لجمع المعلومات، وبرنامجي "Excel2016" و"Power Map" في تحليل هذه المعلومات. وتوصلت الدراسة إلى أن الجماعات الإقليمية تلعب دورا أساسيا في النهوض بالتنمية على المستوى المحلي وذلك من خلال اتخاذ التدابير اللازمة والمناسبة للاستغلال الأمثل لمزاياالإقليم المتاحة والعمل على تحسينها وتطويرها عن طريق تعزيز مبدأ اللامركزية.This study highlights the role that local authorities represent in increasing the attractiveness of the territory of the Souk-AhrasWilaya by reinforcing the decentralization of procedures at the local level. In addition, the challenge of making a territory more attractive by improving, diversifying and modernizing infrastructure supply, innovation, digitization and the development of scientific and technological capacities, while ensuring the development and highlighting of the assets of the territory. To reach the end of the objectives of this research, a case study was carried out on the territory of wilaya of Souk-Ahras. The analysis of the data collected following the appropriate tools (documents, observation, and interview) and "Excel2016" and "Power Map" programs led to the identification of the fundamental role that local communities take in local development, by taking necessary and appropriate measures to optimize the use of available assets across its territory.
