Abstract: The importance of UNRWA and its main role in the lives of Palestine refugees since 1949, in terms of education, health care, relief and social services, especially in times of conflict, can not be denied. UNRWA's importance appears to be beyond the provision of services to Palestine refugees. In their view, unique evidence of the international community's recognition of their right to return to their homeland. Despite the importance of UNRWA and its status in the lives of Palestine refugees, its continued functioning today, more than ever before, is questionable, particularly in the context of its large and chronic budget deficit and the failure of donor States to shoulder their responsibilities. These considerations, and others, centered on the future of UNRWA, have raised a great debate in the Palestinian arena and among civil society activists, whether or not they remain
