رهانات التغيّر في السياسة الخارجية الجزائرية بعد الحراك الشعبي:دراسة تحليلية في المدارات الجيو-أمنية

Abstract

تستهدف هذه الورقة التعرض لدراسة التغيّر في السياسة الخارجية الجزائرية والتحولات الممكنة لما بعد فترة الحراك الشعبي، إذ تعد عملية تحليل التغيّر في السياسة الخارجية من أصعب المهام، وبالتحديد في مشكلة رصد "التغيّر" بحد ذاته وقياس مستواه، وعلى رغم التحولات الدرامية التي تحدث في هيكل السياسة الخارجية (كما يحدث بعد الثورات على سبيل المثال)، فإن تغيّر السياسة الخارجية يتضمن عادة استمرارية السياسة أيضا، وهذه الاستمرارية مشروطة بعوامل مادية وفكرية، بالإضافة إلى دور المؤسسة؛ ويمكن أن تعد عوامل مثل البيروقراطية (الأجهزة الإدارية)، والموقع الجغرافي، والذاكرة التاريخية المرتبطة بالمؤسسات أمثلة على المتغيرات التي يمكن أن تفسر الاستمرارية. ولذلك، ومع أننا نقول في هذه الورقة إن السياسة الخارجية الجزائرية تجاه محيطها الإقليمي تشهد تغيّراً ملموسا، فإن هذه المقولة لا تشير إلى تحول كامل في السياسة القديمة، إذ لا تستبعد وجود استمرار من السياسة القديمة، ولربما نلمس الاستدامة في السياسة الخارجية الجزائرية تجاه العديد من القضايا (كحال موقفها تجاه مناصرة القضايا العادلة؛ كقضايا التحرر والتي من أبرزها القضية الصحراوية، والقضية الفلسطينية..)، وكذا في مواجهة بعض التحديات كمكافحة الإرهاب والجريمة المنظمة. وعلى هذا الأساس فالدّراسة تحاول قراءة هذه التغيّرات التي يمكن أن نلمسها في بعض توجهات ومقاصد السياسة الخارجية للجزائر في ظل الظروف السياسية الناشئة، والمولّدة بدورها للعديد من التصورات الجديدة للسياسة الخارجية الجزائرية، مما يعني في بعض الحالات تولّيد وتطوير رؤية شاملة لسياسة الجزائر الجوارية والإقليمية متضمنة في ذات الوقت؛ المشاركة في سياسة فاعلة بدلا عن رد الفعل، والتشديد على أهمية الاعتماد البيني المتبادل القائم على منظومة متعددة الأبعاد، والحلول التي تعود بالربح على الطرفين. Abstract: This paper aims at examining the change in Algerian foreign policy and the possible transformations beyond the period of the popular movement. The process of analyzing change in foreign policy is one of the most difficult tasks, namely the problem of monitoring and measuring the level of change itself. Foreign policy (for example, after revolutions), foreign policy change usually involves policy continuity, which is conditioned by physical and intellectual factors, as well as the role of the institution ; factors such as bureaucracy (administrative organs), geographic location, Historical memory associated with institutions is examples of variables that can explain continuity. Therefore, while we say in this paper that the Algerian foreign policy towards its régional environment is changing significantly, this statement does not indicate a complete shift in the old Policy. The issues (such as its attitude towards advocating Just issues ; such as liberation issues, Most notably the Sahara issue, the Palestinien issue..), as well as in facing somme challenges such as Combating terrorism and organized crime. On this basis, the study tries to read these changes, Which can be seen in some of the orientations and objectives of Algeria's foreign policy under the emerging political circumstances, which in turn generate many new perceptions of Algerian Foreign policy, which in some cases means generating and developing a comprehensive vision of Algeria's regional and regional policy, including At the same time, participating in an effective policy rather than reacting, stressing the importance of interdependence based on a multidimensional system, and solutions that are win-win.
