Abstract: This research paper aims to address the aspect of harmonization between the university formation in the Department of Irrigation and Civil Engineering at the University of Biskra and the functional adequacy of graduates of the department, whether from the classical system or the LMD system, and try to go beyond the search for quantitative harmonization to the qualitative harmonization which we mean by cognitive and skill adequacy For the department’s outputs and their consistency with the job requirements, whether in the public job sector or sector, as this study aims to track the foundations of the LMD system in reality, and to the unemployment dilemma of the department’s outputs, which is one of the forms of incompatibility between university training policies and a market Work in shape Year. The field part of this study was used by means of the interview and the questionnaire as the main tools in the research that enabled us to make a comparison between the outputs of the classic system and the LMD system, based on the following study indicators: the content of measures, field visits, duration of breakdowns, job needs, to finally arrive at However, the university formation within the framework of the LMD system did not come in addition to it, as the values of the above-mentioned study indicators witnessed a noticeable decline compared to what it was in the classical system
