Abstract: This study focused on social mobility through the index of protest movements and its relationship to the development of the city of Ouargla, by focusing on the content of banners and slogans posed as a message adopted by protesters. The study raised several questions related to the objectives of the protesting group, the extent to which they use the various methods of protest, and their relationship to employment and development and the desired goals of the protesting groups. It also shows the most important difficulties in reducing the continuity of these protests. The research methodology and the heterogeneous population sample of the city's social structure have been clarified. The content of most of the banners posed by groups of protesters was collected. This led researchers to study through this field research article the extent of development with the continuing protests from the category of job seekers and civil society for the city of Ouargla; although considerable efforts have been made in recent years to carry out prominent infrastructure programs. The study also concluded that the employment record is the main driver of the protests, as workers 'and employees' groups are also looking to find employment in large domestic companies and large foreign companies. The study also reached the phenomenon of rising sewage as the second driving force behind the protests due to the difficulty in controlling them
