United States Foreign Policy in The Middle East From (11/09/2001-2017) Comparative study

Abstract

Foreign policy is commonly known as the rules or plans which is applied by a leader power; such as the United States; in order to keep the other countries under its political, economical, ideological control. Since, the emergence of the United States as the only power in this world the geopolitics of the world was changed and the globalization had covered the world. The United States used many faces and types of foreign policy such as orientalism and protectionism. It chooses the suitable foreign policy according to the national stability of the region which will be controlled and its interests in that region. This study sheds the light on the United States foreign policy in the three Middle East countries: Syria, Iraq and Palestine, in two ruling periods which are: George Bush ruling period (2001_2009) and Barack Obama ruling period (2009_2017).This study investigates two main questions: What is the relationship between the United States and the Middle East before 11/09 attacks? And what is the main United States foreign policies used in the two periods in the three countries? Also, this study gives two hypotheses. The first one is the relationship between the Middle East and the United States was a hostile relationship, and the other one is that the United States used protectionism in the two periods.

La politique étrangère est communément appelée les règles ou les plans qui sont appliqués par un pouvoir de leader; comme les États-Unis; afin de maintenir les autres pays sous son contrôle politique, économique, idéologique. Depuis, l’émergence des États-Unis comme seule puissance dans ce monde, la géopolitique du monde a changé et la mondialisation a couvert le monde. Les États-Unis ont utilisé de nombreux visages et types de politique étrangère tels que l’orientalisme et le protectionnisme. Elle choisit la politique étrangère appropriée en fonction de la stabilité nationale de la région qui sera contrôlée et de ses intérêts dans cette région. Cette étude met en lumière la politique étrangère des États-Unis dans les trois pays du Moyen-Orient : la Syrie, l’Irak et la Palestine, dans deux périodes de décision qui sont : la période dirigeante de George Bush (2001-2009) et la période de direction de Barack Obama (2009-2017). Cette étude porte sur deux questions principales : quelle est la relation entre les États-Unis et le Moyen-Orient avant les attentats du 11/09 ? Et quelles sont les principales politiques étrangères des États-Unis utilisées pendant les deux périodes dans les trois pays? En outre, cette étude donne deux hypothèses. La première est que la relation entre le Moyen-Orient et les États-Unis était une relation hostile, et l’autre est que les États-Unis ont utilisé le protectionnisme dans les deux périodes.

من المعروف ان السياسة الخارجية هي عبارة عن مجموعة من القوانين و الخطط تطبقها القوة القائدة كالولايات المتحدة و ذلك لتحافظ على سيطرتها على باقي الدول سياسيا و اقتصاديا و ايديولوجيا. منذ ظهورها كقوة قائدة للعالم ظهرت تغيرات جديدة منها تغير الخارطة السياسية و ظهور العولمة كنظام جديد للعالم. لقد استعلمت امريكا العديد من السياسات من بينها سياسة الاحتواء وسياسة الاستشراق. وقد اعتمدت في اختيارها للسياسة المناسبة على امن و استقرار المنطقة وامتيازاتها. في حين سطلَت هذه الدراسة الضوء على السياسة الخارجية الامريكية في الشرق الاوسط خاصة في هذه الدول الثلاث العراق و سوريا و فلسطين في فترتي حكم كلا من جورج بوش(2009-2001) واوباما (2017-2009) وقد ركزت هذه الدراسة على سؤالين اساسيين هما: ماهي العلاقة بين امريكا و الشرق الاوسط قبل 11/09 ؟ ماهي اهم السياسات المطبقة في كلتا الفترتين في الدول الثلاث ؟ وقد اقترحت هذه الدراسة فرضيتين هما ان العلاقة بين امريكا والشرق الاوسط هي علاقة عدائية والسياسة المطبقة في كل من العراق سوريا وفلسطين هي سياسة الاحتواء.
