Abstract: This study aimed to diagnose the reality of smart cities in the Arab world, and strategies to support this transformation, by presenting the experience of the United Arab Emirates and its most important achievements. The study concluded that the Arab world faces several challenges that stand in the way of creating or switching to smart cities, the most important of which is the lack of preparedness of the supporting infrastructure to implement the concept of smart cities, which requires the necessity of providing a legal and legislative environment, and achieving cooperation between the public and private sectors, and benefiting from the experience of the UAE It is a pioneering model in the transition to smart cities.
