dc.description.abstractThis study seeks to suggest ways to provide the skills to develop the innovative capabilities of human resources (HR) in the Arab region in light of the digital transformation. We will show that there is an urgent need to adopt the orientation towards the development of information and communication technology (ICT) in order to ensure the level of innovation in the human resources sector. For this purpose, we must examined the relationship between the overall independent variable "(ICT) development" and the dependent variable "Innovation", and the relationship between Sub-independent variables "Orientations for development (ICT)" and the same dependent variable. The Global Indicator for ICT development measured the overall independent variable; the Global Innovation Index measured the dependent variable, while the appropriate sub-indicators of the global index for ICT development measured the Sub-independent variables. In our research, we will employ the descriptive approach, and will apply pooled cross Time-series data (panel) to all data related to study variables of 14 Arab countries during the period (2007-2018). The results showed that there is a significant relationship between the ICT development and innovation, and between Orientations for development (ICT) and innovation. The fixed effects model is appropriate to prove the validity of the first main hypothesis and the first and second sub-hypotheses of the second main hypothesis, while Pooled Regression. Model is best suited to validate the third sub-hypothesis. We concluded with a set of suggestionsen_US
