نحاول من خلال هذه الورقة البحثية تحديد الإطار القانوني الناظم لسير مالية البلدية خاصة ما تعلق منها بالميزانية، وذلك من خلال الوقوف على المبادئ التي يعتمد عليها في إعداد تلك الميزانية ومرورا بمراحل إعدادها وما تعلق منها بإجراءات ووثائق وكذا الوقوف على هيكلة الميزانية من خلال أقسامها وتصنيف الإيرادات والنفقات لكل من قسمي التسيير والتجهيز، لنصل إلى كيفية تنفيذها وتحديد مهام كل من الأمر بالصرف والمحاسب العمومي، وكذا التركيز على كيفيات تسيير وتثمين ممتلكات البلدية وفق ما هو منصوص عليه في القوانين Abstract: Through this paper, we try to define the legal framework governing the functioning of the municipal finances, especially those related to the budget, by identifying the principles on which it depends in the preparation of that budget and through the stages of its preparation and related procedures and documents, as well as identifying the structure of the budget through its departments and classifying revenues and expenditures for both the management and processing departments, to reach out to how to implement them and determine the tasks of both the order of exchange and the public accountant, as well as to focus on how to manage and value municipal property according to what is stipulated.
