Governance of local administration as a mechanism for achieving local development

Abstract

ظراً للأهمية البالغة التي تحتلها الإدارة المحلية بنظام الحكم الداخلي ودورها الفعال في تحقيق التنمية المحلية وجب العمل على تحسينها المستمر من خلال البحث عن آليات جديدة إذ باتت الحوكمة ضرورة ملحة بهذه الإدارات نظراً لنتائجها الإيجابية على أدائها وهو ما سوف نحاول الكشف عنه من خلال هذه الورقة البحثية التي هدفت للكشف عن مدى مساهمة الحوكمة في النهوض بالإدارة المحلية بالجزائر عن طريق دراسة ميدانية على إحدى الإدارات المحلية مع محاولة لتقديم جملة إقتراحات من شأنها تفعيل حوكمة الإدارات المحلية وبالتالي تفعيل دورها بالتنمية المحلية والشاملة على السواء وقد توصلت إلى عدم وجود علاقة دات دلالة إحصائية بين حوكمة الإدارة المحلية والتنمية المحلية إضافة لكون مستوى الحوكمة بالبلدية ميدان الدراسة مرتفع وكذلك مستوى التنمية بها.importance of the local administration of the internal government system and its effective role in achieving local development, it is necessary to work on its continuous improvement through this research paper, which aimed to reveal the extent to which governance contributes to the advancement of local administration in Algeria through a field study on One of the local departments with an attempt to make a number of suggestions that will activate the governance of local administrations, and thus to activate its role with both local and comprehensive development It has found that there is no relationship between the governance of local administration and local development within the limits of the tested dimensions in addition to the fact that the level of application of governance in the municipality field of study is high and the level of development is so high.
