Abstract

النزاعات الأهلية هي نزاعات تنشأ بين طرفين أو أكثر داخل المجتمع الواحد، تكون نتيجة اختلافات ثقافية أو دينية أو سياسية أو غيرها ، قد تبدأ بمناوشات بسيطة ثم تتحول الى كوارث و مآسي تدخل البلاد في نفق مظلم تهدد وجودها ، ومع ذلك ، فإن نسبة كبيرة مما يسمى بالنزاعات الأهلية هي في الواقع "دولية" بمعنى أنه ، في حين أن النطاق المادي ورهانات النزاعات محلية ، إلا أنها تنطوي على العديد من الجهات الفاعلة الخارجية التي تذكي النزاع و ذلك عن طريق تقديم الدعم المعنوي و اللوجستي لأطرافه ، و من ذلك وجب على المجتمع الدولي البحث عن الطرق و الآليات التي بواسطتها يمكن ادارة هذا النوع من النزاعات ادارة فعالة ، قصد تحويلها والتخفيف من عنفها ، و ذلك عن طريق ارغام الأطراف الخارجية على الكف عن تموين الأطراف الداخلية ، و ادارة حدود الدولة لمنع عمليات تهريب الأسلحة نحو الداخل . الكلمات المفتاحية: النزاعات الأهلية؛ الحروب الأهلية؛ النزاعات الداخلية؛ الحروب الداخلية؛ ادارة النزاعات. Abstract: Civil conflicts are disputes between two or more parties within a society, which are the result of cultural, religious, political or other differences. They may start with minor skirmishes and then turn into disasters and tragedies, leading a country to enter a dark tunnel that threatens its existence. However, civil conflicts are in fact "international" in the sense that, while the physical scope and the stakes of conflicts are local, they involve many external actors that fuel conflict by providing moral and logistical support to their parties. Therefore, the international community should search for the ways and means by which the management of such conflicts can be effectively implemented in order to convert them and mitigate their violence. This can be achieved by forcing foreign parties to stop provisioning internal parties and by managing state borders to prevent arms smuggling operations towards the inside
