تحليل السياسات الأمنية بالجزائر 1988 –2018م

Abstract

لقد تطرقنا في هذه الأطروحة إلى تحليل السياسة الأمنية الجزائرية، وهذا على مدار ثلاثة عقود منذ سنة 1988م إلى غاية 2018م، فالسياسة الأمنية من المواضيع المهمة اليوم، والتي تحظى بالدراسة والتحليل خصوصا في السنوات الأخيرة بعد تطور الحقل المعرفي للسياسات العامة والدراسات الأمنية، وهو ما فصلنا فيه في الفصل الأول من هذه الأطروحة بتطرقنا إلى الإطار النظري والمفاهيمي للسياسات العامة والسياسة الأمنية،مع التركيز على أهميتها في عصرنا الحالي، والتطرق للمؤسسات الرسمية المساهمة في صنع السياسة الأمنية الجزائرية ، أما بالنسبة للفواعل غير الرسمية فقد حاولنا تلمس دورها في الفصل الثاني عندما تطرقنا للأزمة الأمنية الجزائرية في فترة التسعينات من القرن الماضي مع التركيز على الدور الدي لعبته لحل الازمة الامنية خلال هده المرحلة المهمة من تاريخ الجزائر . أما الفصل الأخير من هذه الأطروحة؛ فقد تطرقنا إلى شبكات الجريمة المنظمة والمنظمات الإرهابية في الساحل ومدى تأثيرها على الأمن القومي الجزائري وكذلك تطرقنا إلى الأزمة الليبية والأزمة المالية ومدى مساهمة الجزائر في حل هذه الأزمات لدول الجوار والتي لها تأثير مباشر على الأمن القومي الجزائري، فالسياسة الأمنية موضوع متشعب تتداخل فيه العوامل الداخلية والإقليمية والدولية وكذلك تتعدد فيه الفواعل الرسمية وغير الرسمية والفواعل الدولية لتشكل لنا السياسة الأمنية المتكاملة وهو ماقمنا بمعالجته في هذه الأطروحة عبر ثلاثة فصول.

In this thesis, we have dealt with an analysis of the Algerian security policy over the course of three decades, from 1988 to 2018. Security policy is one of the important topics today, which is being studied and analyzed, especially in recent years after the development of the knowledge field for public policies and security studies, which we detailed in the first chapter, by discussing the theoretical and conceptual framework of public policy and security policy, with a focus on its importance in our era. Then we defined and highlighted the institutions that contribute to the security insurance in Algeria, such as the Army and Police Organization, the Presidency of the Republic and the Ministry of Foreign Affairs, which represent the official actors contributing to the shaping of Algerian security policy. As for the unofficial actors, we tried to spotlight on their role in the second chapter when we dealt with the Algerian security crisis in the nineties of the last century, highlighting their role and the extent of their contribution in shaping the Algerian security policy. This is through our analysis of the various initiatives that have been put forward during this period to address the security crisis with a focus on the extent of the authority’s involvement of informal actors in the initiatives proposed by them and the extent to which the opinion of civil society organizations and political parties was taken into account in the first and second National Accord symposium of the years 1994 and 1996, and the policy of civil concord in 1999.Then finally, the Charter for Peace and National Reconciliation in 2005.

Résumé Dans cette thèse, on a évoqué une analyse de la politique de sécurité en Algérie durant ces dernières trente années particulièrement à partir de 1988 jusqu’à 2018. Ainsi, la politique de sécurité est en fait considérée comme un sujet très important ayant pour objet l’étude et l’analyse notamment après le développement de la connaissance en politique publique et en politique sécurisée qu’on a abordé dans le premier chapitre de cette thèse tout en parlant de l’aspect théorique et conceptuel des politiques publiques et de la politique de sécurité en se basant de son importance et de la concrétisation de ces aspects théoriques de la politique sécurisée en Algérie dans les trois chapitres derniers. On a défini par ailleurs les établissements qui participent à la réalisation de paix en Algérie comme celui de l’armée, de police, de présidence république … Ceux-ci présentent les composantes officielles qui ont dessiné la politique sécurisée en Algérie. Or, on s’est intéressé au rôledes composantes in officielles dans le troisième chapitre lorsqu’on a évoqué la crise de sécurité en Algérie(1990-2000) du siècle passé en montrant son rôle et sa participation dans la politique sécurisée algérienne et en analysant les différentes initiatives faites dans cette période afin de traiter la crise de sécurité.
