صلاحـيات البنك المركـزي في التشريـع الجزائـري

Abstract

ملخص الدراسة البنك المركزي مؤسسة عمومية تتربع النظام المصرفي في الجزائر، أولاه المشرع الجزائري بصدور قانون النقد والقرض 90/10 صلاحيات واسعة، لتنظيم وضبط ممارسة النشاط المصرفي في الجزائر وذلك بإنشاء هيئتين مستقلتين تتكون من مجلس النقد والقرض كسلطة نقدية واللجنة المصرفية كسلطة رقابية اتجاه البنوك والمؤسسات المالية سعيا منه النهوض بالقطاع المصرفي في الجزائر.

Résumé : La Banque centrale est une institution publique, l’organe principal du système bancaire national. Le législateur algériena instauré à travers la loi de monnaie et de crédit 90-10 des pouvoirs pour réglementer et contrôler la pratique de l'activité bancaire en Algérie en créant deux organes indépendants composés du Conseil de la monnaie et de crédit en tant qu'autorité monétaire et le Comité bancaire comme autorité de contrôle vers les banques et institutions financières, cherchant à faire progresser le système bancaire en Algérie.

Abstract: The Central Bank is a public institution, the main organ of the national banking system. The Algerian legislator established through the law of Money and Credit 90-10 powers to regulate and control the practice of banking activity in Algeria by creating two independent bodies composed of the Money and Credit Council as monetary authority and the Banking Committee as a supervisory authority towards banks and financial institutions, seeking to advance the banking system in Algeria.
