معوقات التنمية المحليّة في الجزائر بلدية حاسي بن عبد الله نموذجاﹰ

Abstract

ملخص: تعتبر عملية التنمية ضرورة حتمية لتطوير المجتمعات المحلية ، عن طريق المشاركة الشعبية الى جانب الجهود الحكومية ،لذلك تعمل الدولة الجزائرية و على غرار دول العالم بالاهتمام بمختلف مقومات التنمية المحلية . فالعوامل السياسية و الادارية و الأمنية و الثقافية و الاجتماعية وحتى الاقتصادية تلعب دور مهم في تهيئة مناخ التنمية المحلية وأبعادها المختلفة ، والتي تعتبر من معوقات عدم نجاحها ،في حالة فشل الدولة في تحقيق المهمة التي أخذتها على عاتقها ،والتي كان الشعب ينتظرها ، وهي التنميه الوطنية بصفة عامه للاجيال الحاضرة و المستقبلة ، وعليه يتناول هذا الدراسة مقومات التنمية المحلية و معوقاتها . Le dévloppement des communautés locales doit passer impérativement , à travers l´approche participative de la population concernée ,ainsi que les efforts d´amélioration des condition de vie de la population consentis par le gouvernement dans tous les domaines dans un systéme global et complet . Les facteurs politiques , administratifs, sécuritaires ,culturels ,et socio-économiques jouent un rôle important dans la création d´un environnement de développement local avec tous ses différentes dimensions , qui peuvent devenir l´un des obstacles marquants le succès dans le cas où l´exercice de la politique publique de L´Etat tend vers l´échec pour accomplir la mission de développement , Par conséquent ,cette étude porte sur les éléments du développement et contraintes locales . Summary: The development process is considered an imperative for the development of local communities, through popular participation as well as governmental efforts. Therefore, the Algerian state works, like the countries of the world, to pay attention to the various components of local development. Political, administrative, security, cultural, social and even economic factors play an important role in creating the climate for local development and its various dimensions, which are considered obstacles to their failure to succeed, in the event that the state fails to achieve the task it took upon itself and which the people were waiting for, which is national development In general, for the present and future generations, and accordingly, this study deals with the components of local development and their obstacles.
