تأثير مجموعة البريكس في النسق الدولي

Abstract

ملخص تتناول الدراسة موضوع تأثير مجموعة البريكس في النسق الدولي، وذلك بوصف هذه المجموعة بأنها منتدى وتكتل اقتصادي ذو أبعاد سياسية يضم في عضويته كبرى الاقتصادات الصاعدة وأسرعها نموا في العالم وهذا التكتل يبحث عن دور ومكانة في النسق الدولي. وتتمثل إشكالية الدراسة في معرفة مدى عمق تأثير مجموعة البريكس في النسق الدولي وتعتمد الدراسة على استخدام كل من المنهج الوصفي التحليلي، المنهج المقارن والمنهج الاحصائي، ومن أجل تفسير النتائج استخدمنا النظريات الآتية: النظرية الواقعية والنيواقعية، نظرية الدور ونظرية الاعتماد المتبادل. وقد تم هندسة الدراسة إلى ثلاثة فصول حيث تناول الفصل الأول الإطار المفاهيمي للنسق الدولي ومجموعة البريكس، بينما الفصل الثاني اهتم بالأدوار الوظائفية لمجموعة البريكس أما الفصل الثالث تحدث عن انعكاسات ومستقبل نشاط مجموعة البريكس في النسق الدولي. وتوصلت الدراسة إلى مجموعة من النتائج ولعل أهمها أن مجموعة البريكس نجحت نسبيا في التأثير في النسق الدولي من خلال دورها الاقتصادي خاصة بعد الأزمة المالية الاقتصادية لسنة 2008ونشاطها في النسق الدولي دون أن نهمل دورها السياسي لكن مقارنة مع الدور الاقتصادي فنلاحظ بروز النشاط الاقتصادي أكثر، وتوصلت الدراسة إلى مجموعة من التوصيات وهي:  على مجموعة البريكس زيادة نشاطها في المجال السياسي وذلك من أجل زيادة التأثير في النسق  العمل على التنسيق أكثر بين دول المجموعة في جميع المجالات  ضرورة التعامل مع الفواعل الأخرى كمجموعة واحدة وليس دول منفردة  الاهتمام أكثر بالأمن الصحي خاصة بعد جائحة الوباء التاجي كورونا وما خلفته من أزمة صحية عالمية  ضرورة التفكير في مستقبل مجموعة البريكس في النسق الدولي بعد جائحة كورونا.Résumé : Cette étude aborde l'impact du groupe BRICS sur le système international, en décrivant ce groupe comme un forum et un bloc économique aux dimensions politiques qui compte parmi ses membres les économies émergentes les plus importantes et à la croissance la plus rapide du monde. Ce bloc cherche à jouer un rôle et à occuper une place dans le système international. La problématique de l'étude est de connaître le fond de l'étendue de l'influence du groupe BRICS sur le système international. L'étude repose sur l'utilisation d'une approche à la fois descriptive et analytique, en plus de l'approche comparative et statistique Afin d'interpréter les résultats, nous avons utilisé les théories suivantes : La théorie du réalisme et de la réalité, la théorie des rôles et la théorie de l'interdépendance. L'étude a été classée en trois chapitres, le premier chapitre traite du cadre conceptuel du système international et du groupe BRICS, tandis que le deuxième chapitre traite des rôles fonctionnels du groupe BRICS, et le dernier aborde les implications et l'avenir de l'activité du groupe BRICS dans le système international. L'étude a abouti à une série de résultats, dont le plus important est peut-être que le groupe BRICS a relativement réussi à influencer le système international par son rôle économique, en particulier après la crise financière et économique de 2008 et son activité dans le système international sans négliger son rôle politique, mais en le comparant au rôle économique, on constate que l'émergence de l'activité économique plus. Les recommandations auxquelles cette étude est parvenue sont les suivantes : -Le BRICS devrait accroître son activité dans le domaine politique afin d'augmenter son influence sur le système Travailler à une meilleure coordination entre les pays du groupe dans tous les domaines La nécessité de traiter avec les autres acteurs comme un groupe unique, et non comme des pays individuels Accorder une plus grande attention à la sécurité sanitaire, en particulier après la pandémie de coronavirus et la crise sanitaire mondiale qu'elle a laissée derrière elle. -La nécessité de réfléchir à l'avenir du groupe BRICS dans le contexte international après la pandémie de Corona.Abstract This studytackles the impact of the BRICS group on the international system, by describingthis group as a forum and economic bloc withpolitical dimensions thatincludes in itsmembership the largest and fastestgrowingemergingeconomies in the world, and this bloc islooking for a role and place in the international system. The problem of the studyis to know the backdrop of the extent of the the BRICS group influence on the international system. The study relies on the use of both the descriptive and analyticalapproach in addition to the comparative and statisticalones. In order to interpret the results, weused the followingtheories: Realistic and realismtheory, roletheory and interdependencetheory. The study has been classifiedintothreechapters, the first chapter deals with the conceptualframework of the international system and the BRICS group, while the second chapter deals with the functionalroles of the BRICS group, and the last one tackles the implications and the future of the BRICS group activity in the international system. The studyreached a set of results, and perhaps the most important of themisthat the BRICS group has relativelysucceeded in influencing the international system throughitseconomicrole, especiallyafter the financial and economiccrisis of 2008And itsactivity in the international system withoutneglectingitspoliticalrole, but comparingit to the economicrole, we notice that the emergence of economicactivity more.
