دور الاستخبارات في تنفيذ السياسة الخارجية الروسية دراسة حالة"مديرية الاستخبارات الرئيسية GRU" 2012-2020

Abstract

ملخص الدراسة تتناول الدراسة موضوع دور الاستخبارات في تنفيذ السياسة الخارجية الروسية ،باعتبارها احد ادوات السياسة الخارجية وتحديد الأدوار الممكنة لجهاز الاستخبارات العسكري التابع للمؤسسة العسكرية الروسية خارج حدود الاتحاد الروسي ، حيث ان اعتماد روسيا على الأداة الاستخباراتية والتي تمثل احد معايير القوة الجديدة على مستوى العلاقات الدولية من حيث ادارة الصراعات الجديدة و دخول الفضاء السيبيراني كمجال للصراع والتنافس بين الدول تتمثل اشكالية الدراسة في تحديد تأثير الأدوار الاستخباراتية في توجيه السياسية الخارجية الروسية ،وتعتمد الدراسة على الاطار النظري و المنهجي باستخدام المنهج الوصفي والمنهج دراسة الحالة واعتماد على نظرية الواقعية الجديدة واقتراب صنع القرار . تم تقسيم الدراسة الى ثلاث فصول حيث تناول الفصل الأول الاطار المفاهيمي للموضوع تم تناول المفاهيم الاستخبارات والسياسة الخارجية والعلاقة بينهما،بينما الفصل الثاني تناول أسلوب وهيكل مديرية الاستخبارات الرئيسية ، والفصل الثالث فيه عرض لأبرز أدوار الاستخبارات العسكرية وأثرها على السياسة الخارجية الروسية. توصلت الدراسة الى نتائج لعل أهمها هي أن مديرية الاستخبارات الرئيسية GRU من أهم أدوات تنفيذ السياسة الخارجية ولا يقتصر دورها على جمع وتحليل البيانات إنما لها دور ميداني كهيئة لها قوات خاصة وجهاز تابع للمؤسسة العسكرية الروسية .

Resumer Le problème de l'étude est de déterminer l'effet des rôles du renseignement dans la direction de la politique étrangère russe, et l'étude s'appuie sur le cadre théorique et méthodologique utilisant l'approche descriptive et l'étude de cas méthodologique et s'appuie sur la théorie du nouveau réalisme et l'approche de la prise de décision.L'étude a été divisée en trois chapitres, où le premier chapitre traite du cadre conceptuel du sujet, les concepts de renseignement et de politique étrangère et les relations entre eux sont abordés, tandis que le deuxième chapitre traite du style et de la structure de la Direction principale du renseignement, et le troisième chapitre traite des rôles les plus importants du renseignement militaire et de son impact sur la politique étrangère russe. L'étude a trouvé des résultats, dont peut-être le plus important est que la Direction principale du renseignement du GRU est l'un des outils les plus importants pour la mise en œuvre de la politique étrangère. Son rôle ne se limite pas à la collecte et à l'analyse de données, mais joue plutôt un rôle sur le terrain en tant qu'organe composé de forces spéciales et d'un appareil de l'establishment militaire russe

Abstract : The study deals with the issue of the role of intelligence in implementing Russian foreign policy, as it is one of the tools of foreign policy and determining the possible roles of the military intelligence apparatus of the Russian military establishment outside the borders of the Russian Federation, as Russia's reliance on the intelligence tool, which represents one of the new standards of power at the level of international relations in terms Managing new conflicts and entering cyberspace as an area of conflict and competition between countries The problem of the study is to determine the effect of intelligence roles in directing Russian foreign policy, and the study relies on the theoretical and methodological framework using the external approach and the relationship between them, while the second chapter deals with the style and structure of the Main Intelligence Directorate,The third chapter deals with the most prominent roles of military intelligence and its impact on Russian foreign policy. The study reached conclusions, perhaps the most important of which is that the GRU Main Intelligence Directorate is one of the most important tools for implementing foreign policy. Its role is not limited to collecting and analyzing data, but rather has a field role as a body with special forces and an apparatus of the Russian military establishment.
