البعدالطاقوي في الاستراتيجية الأمنية الروسية وأثره على دورها في الساحة الدولية

Abstract

الملخص: عرف النظام الدولي، الكثير من الانتقادات من قبل قوى دولية بدأت تبرز على السطح، ومطالبتها بلعب أدوارا مهمة على الساحة الدولية، ويرجع هذا الأمر إلى تراجع قدرات الولايات المتحدة الأمريكية، من جهة، وامتلاك هذه الدول بالمقابل قدرات اقتصادية وعسكرية كبيرة. وتعد روسيا من بين هذه الدول المطالبة بإعادة النظر في هذا النظام واستعادة مكانتها الدولية السابقة، في ظل تمسك الولايات المتحدة الأمريكية به، والعمل جاهدة للمحافظة عليه، حيث يمكنُها هذا الوضع من ببسط سيطرتها على موارد العالم واستعمالها في تقوية قدراتها الاقتصادية والعسكرية، وحرمان القوى المنافسة لها من هذه الموارد. وقد أدى شعور روسيا بتعرض أمنها القومي إلى تهديدات دول الاتحاد الأوروبي وحلف شمال الأطلسي، الساعية إلى الاقتراب من حدودها، بفعل سياسية التوسع شرقا التي تنتهجها هذه الدول، أدى هذا الشعور إلى الدفع بالقادة الروس إلى انتهاج سياسة جديدة، تقوم على إعادة بعث الفضاء الأوراسي من جهة، والتوجه شرقا بالانضمام إلى منظمات دولية، خاصة في آسيا، من جهة ثانية، في محاولة لصد هيمنة الولايات المتحدة على النظام الدولي. غير أن نجاح الاستراتيجية الروسية الجديدة، مرهون بتنويع مصادر مواردها، إذ أن الاعتماد بشكل كبير على الإيرادات المالية المتأتية من تصدير الموارد الطاقوية، ورغم امتلاكها لاحتياطات ضخمة، قد لا يساعدها في تأمين متطلبات أمنها.

Abstrait: L’order international actuel connue des critiques de la part de plusieurs forces emergentes, demandant de jouer des rôles importants sur la scène internationale, tout ca est due la regression des Etats unies d’amarique, d’un coté, et a l’emergences d’autres puissances militaires et économiques, de l’autre coté, parmis ces puissances, on trouve la Russie, qui lutte pour récupre sa pace perdu apres l’effeondrement de l’ex URSS, malgré la peticenceamiraicaine, qui travail pour le maintien det ordre, pour acaparer ses ressouces et prévue les autre puissance d’en profiter. Le sentiment de la Russie, de voir sa securitie nationale menassé par la politique de l’Union Europienne et le NATO, pratiquent une polituqe d’elargissement de ses membres dans les pays de l’Ex URSS, ce qui reprisente un risque sur sa sécurité. Ce la a pousse les leaders russes a l’euro-assie, s’orienter vers l’Est, plus particulierement, se raprocher des pays assiatiques, en intégrant les organisations internations, dans le but de crea un contre poit, contre l’hugimonieamiraquinne sur l’order international. Mais, la reussite de le nouvelle stratégie de Russie est condutioner par la divecificationdes ses revenues, et ne se contante pas seulement des reveunues tirées de l’exportation de produits pétroliers, a defaut, de ne pas atteindre ses objectifs.

Abstract: The exisisting international order has received as a lot of criticismfrom the part of someemergingpowers, whichdemandplayingimpotantroles in the international scene. This is due to the decreace of the USA power, on the on hand, and the emergence of othercontries, havingbigeconomic and militatycapacitis, on the other hand. Russiaisamong the contries in favour of reconcedringthisorder and regainingitsprevious international status. Meanwhile, the USA sticks to it and endeavours to preserveit, for thisorderallows the contry to control the world’sresouces and deprive the rival powersfromthem. Russiahavingfelt the exposure of its national security to threatsfrom the European Union contries and the NATO, whichapproachitsbordersthroughthesecontries’ expansion policyeastward, the Russan leaders have adopted a new policybased on recreating the Euro-Assianspace, on the one hand, and on movingeastward by integritinginternationl organisations – mainly in Assia, on the other hand. This isdone to repel the USA control of the internationlorder. Nevertheless the new russianstrategyis able to succeedonly if Russiadivercifies the soures of itsresources. Relyingtoo mach on economic and financial revenues fromexportingenergyresources, despitepossissinghugereserves, may not help ensureRussan’ssecurityrequirements.
