The role of the general urban planning rules in the field of urban regulation

Abstract

This study aims to shed light on the statu of the general urban planning rules in the field of urban regulation in algeria, and clarify thier role in controlling construction operations, and this is in the time that the algerian legislator has relied upon the mechnisme of planning to regulate the urban activity, so he made the urban plannig tools as a primery reference for municipalities in controlling the operations of occupation of land, and obliged each municipality to provide these tools. This study concluded the extent of the importance of the general urban planning rules, as they are rules by which municipalities guarantee a minimum level of construction control when they are not covered by local urban plans, or when these latter are in the preparation stage, Ultimately, this allows municipalities to mentain the urban public order
