dc.description.abstractImproving public service among the most difficult fields in the countries and efforts have been made to strive to improve pubblic service,to embody the the principale for bringing the admiministration closer to citizen.it relies on a strategy that includes monitoring a set of mechanisms,perhaps the most important of which is focusing on variables techenological variable such as media communication,electronic applications,digitization and modernisation of public facilities with a focus on improving the performance of the human factor in an attempt to emulate public service systems in developed contries. Algeria has largely succeeded in its application to these mechanisme ,especially in the municipalities, is to eliminate many bureaucratic obstacles and facilitate the citizen to extract documents and use international standards in the form and content of documents, but the présence of many deficuencies such as mistakes in civil status records and a weak use of techenology from the employee and the financial crisis that affected the preparation and modernization processes municipalities and weaking the formation of the human factor are all data that have limited results and affected that improvement of public service in algeriaen_US
