Abstract: هدفت هذه الدراسة إلى توضيح أثر الثقافة التنظيمية على التوافق الاستراتيجي لاستخدام نظام تخطيط موارد المنظمة ERP، وبغرض الإجابة على إشكالية الدراسة قمنا بالوقوف على واقع تبني نظم ERP في عينة من المؤسسات العاملة في قطاع النفط ، بإجراء دراسة مقارنة بين مؤسستين عموميتين ENAFOR و ENTP و مؤسسة أجنبيةHALLIBURTON، حيث اعتمدنا في ذلك على منهج دراسة الحالة من أجل تحليل واقع نظام ERP ، و توصلنا الى أن المؤسسات العمومية لم تصل بعد للاستغلال الأمثل لنظام ERP ، كما اعتمدنا في دراستنا الميدانية على المقابلة مع 39 إطار وتوصلنا إلى أنه لا يوجد أي أثر للثقافة التنظيمية على التوافق الاستراتيجي لنظام ERP في هذه المؤسسات، لمسنا كذلك أن الثقافة التنظيمية السائدة في المؤسسات العمومية ليست موجهة نحو التطوير و الإبداع مما أثر بشكل سلبي على التوافق الاستراتيجي لاستخدامات نظام ERP في المؤسسات العمومية، عكس المؤسسة الأجنبية حيث توصلنا إلى وجود أثر إيجابي للثقافة التنظيمية على التوافق الاستراتيجي لاستخدامات نظام تخطيط موارد المؤسسة، حيث كانت عملية الاتصال جد فعالة في هذه المؤسسة و دعمت عملية التوافق الاستراتيجي ل ERP بشكل جيد؛ كما دعمت الادارة العليا التوافق الاستراتيجي لنظام ERP في المؤسسة الأجنبية، كما قدمت الدراسة مجموعة من التوصيات للمؤسسات للنجاح في الاستغلال الأمثل لنظام ERP أهمها أنه يجب على المؤسسات العمومية وضع إستراتيجية واضحة المعالم، و تحديد الأهداف بدقة و وضوح كما يجب عليها وضع استراتيجية فعالة لنظام ERP ، و عليها الأخذ بالاعتبار نظام ERP في تشكيل الإستراتيجية
This study aimed to clarify the effect of organizational culture on the strategic compatibility of the use of the ERP system, and in order to answer the problem of the study, we examined the reality of adopting ERP systems in a sample of institutions operating in the oil sector, by conducting a comparative study between two public institutions, ENAFOR and ENTP and the Foundation HALLIBURTON, as we relied on the case study approach in order to analyze the reality of the ERP system, and we concluded that public institutions have not yet reached the optimum utilization of the ERP system, and we also relied in our field study on the interview with 39 frameworks and concluded that there is no trace of organizational culture On the strategic compatibility of the ERP system in these institutions, we also noticed that the prevailing organizational culture in public institutions is not oriented towards development and innovation, which negatively affected the strategic compatibility of the uses of the ERP system in public institutions, unlike the foreign organization, where we found a positive impact of the organizational culture on The strategic alignment of the uses of the ERP system, as the communication process was very effective in this organization and supported the strategic alignment process for ERP well; The higher management also supported the strategic alignment of the ERP system in the foreign organization, and the study also presented a set of recommendations for institutions to succeed in optimizing the use of the ERP system, the most important of which is that public institutions must develop a clear-cut strategy, define goals accurately and clearly, and they must develop an effective strategy for the ERP system. , And she has to consider the ERP system in forming the strategy.
